In Cape Town, South Africa, ex-CIA NOC operative turned international criminal Tobin Frost acquires a data storage device from rogue MI6 agent Alec Wade. The pair is attacked by a team of mercenaries, who kill Wade and corner Frost, leaving him no choice but to surrender to the American consulate.

Frost is transferred to a local safe house maintained by "housekeeper" Matt Weston, a young agent on his first low-level CIA posting. The CIA sends in a team led by veteran agent Daniel Kiefer to interrogate Frost and bring him back to the US. Weston watches uneasily as Kiefer and his men waterboard Frost. When the power to the safe house is cut, the CIA team realise that they are in grave danger. The mercenaries and their leader, Vargas, attack the safe house, killing Kiefer and his team. Weston escapes, taking Frost as his charge. Weston makes contact with his superior, David Barlow, at CIA headquarters in Langley, Virginia, along with Catherine Linklater, the operative in charge of Frost's interrogation and Kiefer's superior, and CIA Deputy Director Harlan Whitford, who is overseeing the operation. Linklater orders Weston to lay low and await further instructions.

Frost immediately begins to manipulate Weston, insisting that someone within the CIA gave away their location to the mercenaries and that Weston will be forced to take the fall if things go wrong. Barlow later tells Weston to go to Cape Town Stadium to retrieve a GPS device with the location of another nearby safe house. He retrieves the GPS at the stadium, but Frost creates a diversion and escapes by disguising himself as a policeman. Weston, detained by the police, escapes but is forced to fire at police when they attempt to arrest him again. He tries and fails to recapture Frost.

Weston contacts Langley and informs Barlow and the others of Frost's escape. Linklater orders him to visit the nearest American embassy for debriefing after hearing that Weston fired at the police. When Whitford tells him "we'll take it from here", Weston decides to pursue Frost himself.

Linklater and Barlow are instructed to go to South Africa in order to pursue Frost. En route, Linklater suggests that Weston has joined Frost, which Barlow denies. Weston tracks Frost to a shantytown in Langa, where Frost is meeting Carlos Villar, an old contact and document forger. Vargas and his team attack again, killing Villar along with his wife, but Frost eludes him and his men with Weston's help. Weston brutally interrogates one of Vargas' wounded mercenaries, who reveals that Vargas is working for the CIA, which is seeking to retrieve the storage device Frost received from Wade.

As they bandage their wounds, Frost tells the story of how he was forced to kill an air traffic controller while on a mission. He later learned that he was simply part of a plot to assassinate a whistle-blower who would expose wetwork committed by the CIA. Weston takes Frost to the new safe house, where Weston keeps the housekeeper, Keller at gunpoint, believing he no longer knows if he can trust the CIA.

Keller attacks and severely wounds Weston before he is killed. Frost reveals the device contains Israeli intelligence which includes details of corrupt officials and secret money transfers involving the CIA, MI6, and other intelligence agencies. Frost leaves Weston, who passes out from his wounds. Meanwhile, Linklater arrives in South Africa and informs Barlow of the device's existence, but not its contents. Barlow then kills her and travels to the safe house where he reveals that he is Vargas' employer. He confirms that the file contains incriminating evidence against him, and encourages Weston to lie about what has happened. Frost returns and kills Vargas and his men but is fatally shot by Barlow. Weston then shoots and kills Barlow. Frost gives Weston the file and tells Weston he is better than him before dying.

Back in the United States, Weston meets with Director Whitford, who informs Weston that unflattering facts about the CIA must be removed from his report, but that he will be promoted. He asks Weston about the file's location but Weston denies having been told about it by Frost. Whitford states that whoever has those files will have many enemies. Weston assures Whitford that he will "take it from here", visibly shaking Whitford, and leaves. He leaks the files to the media, incriminating personnel from many intelligence agencies, including Whitford.

Jack Hall, an American paleoclimatologist, and his colleagues Frank and Jason, drill for ice-core samples in the Larsen Ice Shelf for the NOAA, when the shelf breaks apart. Jack warns of impending global warming at a UN conference in New Delhi, but US Vice President Raymond Becker dismisses his concerns. Professor Terry Rapson, an oceanographer of the Hedland Centre in Scotland befriends Jack over his views of an inevitable climate shift. When several buoys in the Atlantic Ocean show a severe ocean temperature drop, Rapson concludes Jack's theories are correct. Jack's and Rapson's teams, along with NASA meteorologist Janet Tokada, build a forecast model based on Jack's research.

A massive storm system develops in the northern hemisphere, splitting into three gigantic hurricane-like superstorms above Canada, Scotland, and Siberia. The storms pull frozen air from the upper troposphere into their center, flash-freezing anything caught in their eyes with temperatures below −150 degrees Fahrenheit (−101 degrees Celsius). Meanwhile, the weather worsens across the world; Tokyo is struck by a giant hail storm, sea levels in Nova Scotia rise 25 feet (7 meters) in seconds, and Los Angeles is devastated by a tornado outbreak. Following this, President Blake issues an executive order for the FAA to ground all air traffic across the country.

In New York City, Jack's son Sam, and his friends Brian Parks and Laura Chapman participate in an academic decathlon, where they meet new friend JD. New York is soon caught in the North American storm and the weather becomes progressively more violent, resulting in a massive storm surge flooding Manhattan. This forces Sam's group to seek shelter at the New York Public Library, but not before Laura accidentally cuts her leg. While cellphone communications are down, Sam is able to contact Jack and his mother Lucy, a physician, through a working payphone; Jack advises him to stay inside and promises to rescue him. Rapson and his team perish in the European storm. Lucy remains in a hospital caring for bed-ridden children, where she and her patients are eventually rescued by the authorities.

Upon Jack's suggestion, Blake orders the southern states to be evacuated into Mexico; the northern half are doomed to be hit by the superstorm, but are warned by the government to seek shelters and stay warm. With the storm having now reached Washington, Blake perishes after his motorcade is caught in it, making Becker the new President. Jack, Jason, and Frank make their way to New York against all odds. In Pennsylvania, Frank falls through the skylight of a mall, cutting his rope to prevent his friends from falling in after him. In the library, most survivors, upon seeing many survivors from other structures deciding to head south after the floodwater outside freezes over, decide to follow suit in spite of Sam's warnings, and are later found frozen to death by Jack and Jason; only a few survivors end up taking heed of Sam's advice to stay put, burning books to stay warm as the temperatures plunge.

Laura develops blood poisoning from her injury, whereupon Sam, Brian, and JD scour a Russian cargo vessel that had drifted into the city for penicillin, fending off a pack of wolves which escaped from Central Park Zoo. The eye of the North American storm arrives, freezing Manhattan solid, but Sam's group make it inside just in time. Likewise, Jack and Jason take shelter in an abandoned Wendy's restaurant. Days later, the superstorms dissipate. Jack and Jason successfully reach the library, finding Sam's group alive.

Becker, in his first address as President, apologizes on television for his ignorance, vowing to send helicopters to rescue survivors in the northern states. Jack and Sam's group are picked up in Manhattan, where many people have survived. On the International Space Station, astronauts look down in awe at the transformed surface of the Earth, now with ice caps extending across the northern hemisphere.

Peter Sidenius gets accepted into an engineering university. He can leave rural Denmark for Copenhagen and he can break ties with his overbearing pious father. He hates his father and he rejects a gift of his father's pocket watch. The self-confident Peter, free of family and Christian religion, is poor but studies hard. He befriends a waitress who teaches him the ways of the city and the world of sex.

Peter meets Ivan and his father Phillip Salomon from a wealthy Jewish banking family. Ivan likes the ambitious smart engineer and especially likes Peter's grand future project to harness water and wind power to develop the country with electricity. It is the late 19th Century and his ideas are new and revolutionary. Ivan helps Peter adjust to free thinking intellectuals, new political thought, monied class businessmen, cultural rules and expectations and the Salomon family with daughter, Jakobe. She is to marry Eybert, a little older, wealthy, and established Jewish man. Peter is a young student with no money from a Christian family no one has yet met. Nonetheless Peter is welcomed into the Salomon family circle even vacationing with them. They like his visionary energy project to which Peter is quite proud and his youthful ambition sees no obstacles.

Peter's pride has failed to get ministerial government approval of his plans. Father Salomon thinks sending Peter to Austria to further his engineer studies and get outside review of the viability of canals, windmills and water energy is best. This separates Peter and Jakobe who by now are in love. Peter's brother Eberhardt told him their father is gravely ill with only a short time for a reconciliation. The Sidenius family does not approve of the Jewish Jakobe and expect Peter to overcome his pride and find peace through Jesus Christ. Peter leaves for Vienna and does not return for his father's funeral. Jakobe too violates family norms and rules of etiquette and goes to Vienna to visit Peter. They exchange words of love and have sex. She becomes pregnant.

With Austria academic liking of Peter's ideas, Ivan and his father set up financial backing. Jakobe is making wedding plans and a joint trip to England. The Salomons have taken over Peter's life. Unbeknownst to Peter his destitute mother has moved to Copenhagen. Peter visits and she asks him to return to Christ. She tells him the background story of the watch. He is angry and leaves without it. A project meeting is all set and everything is a go except for the local minister's approval. Peter needs to apologize from his earlier outburst. He will not. His project stands on its own. His pride and arrogance kills the project. Ivan, Phillip, and Jakobe cannot understand how a simple apology stands in the way of Peter's life's work. He has let everyone down. In reverse, Peter feels betrayed.

Peter's mother dies and he takes her body back to Jutland for burial beside his father. His mother leaves him the watch with a letter of advice. Back home he reflects on his life. Life is simpler in the countryside. The Vicar counsels him and his eye wanders to the Vicar's daughter. She rebuffs his advances for he is an engaged man. He has values unless they interfere with his own ambition or self-interest. Peter returns to Copenhagen and calls off the engagement. He tells her they are just too different with their opposite backgrounds. She has been so wonderful to him. They should call this off before anyone is hurt. Jakobe cannot believe it. She has suffered so much for her love and is devastated. She does not tell Peter she is pregnant. Peter is now rejected by Copenhagen society. He return home destitute. Jakobe gets a private abortion.

Peter returns home and marries the Vicar's daughter, Inger. They have three children. He attends church weekly. He has no real job and continues to work on his grand plan to develop the country. He has become his father. He isolates himself from his wife. He is not happy. His one son is afraid of him. He is too strict and not understanding. Jakobe has never married even though Eybert again offers to marry her. Jakobe takes what would have been her inheritance and starts a charity school for the abandoned and orphaned children in Copenhagen. She has seen the scars that has ruined peoples' lives. Peter dies of cancer and leaves his meager estate to her school.

Former Marine and Defense Intelligence Agency spy Robert McCall now lives in a diverse apartment complex in urban Massachusetts. He is working as a Lyft driver and assists the less fortunate with the help of his close friend and former CIA colleague, Susan Plummer. McCall travels to Istanbul by train to retrieve a local bookstore owner's daughter who was kidnapped by her father. He also helps Sam Rubinstein, an elderly Holocaust survivor who is looking for a painting of his sister; the two siblings were separated when they were transported to different camps by the Nazis, but the painting has been auctioned off and Sam cannot prove that he owns it. After discovering that the apartment courtyard has been vandalised, McCall accepts an offer from Miles Whittaker, a young resident with an artistic but troubled background, to repaint the walls. At some point, McCall rescues Miles, who had been lured away by a gang to commit crimes for them.

One day, Susan and DIA operative Dave York, McCall's former partner, are called to investigate the apparent murder-suicide of an agency affiliate and his wife in Brussels. When the two separate after reaching their hotel, Susan is accosted and killed in an apparent robbery by two men who got off the elevator on her floor. When he receives the news, McCall begins to investigate both her death and the case she was working on. After reviewing CCTV footage, McCall determines that the suspects' foreknowledge of her floor and the expertly-delivered fatal stab suggest that she was targeted. He also confirms that the incident Susan was looking into was staged to look like a murder-suicide, and that Susan's death is probably connected to it. McCall makes contact with his former partner, York, who had thought him dead for years, and informs him of his findings.

During one of his shifts driving, McCall is attacked by a man posing as a passenger. McCall kills the assailant and retrieves his phone, discovering that York was on the phone's call list. He confronts York at his home, where York admits that he became a mercenary after feeling used and discarded by the government, and that he himself finished Susan off, as she would have figured out that he was behind the Brussels killing. McCall leaves the house where York's three teammates – Kovac, Ari, and Resnik – are arriving across the street. McCall promises to kill the entire team before escaping safely by getting a ride from York's unsuspecting wife and children.

Resnik and Ari head to Susan's house to kill her husband Brian, but McCall helps him escape. York and Kovac break into McCall's apartment, where Miles is starting another paint job he had proposed to McCall. Monitoring via webcams, McCall instructs Miles to hide in a hidden passage concealed behind a book case; when York seems to close in on the passage's two-way mirror, McCall phones him to taunt him. Miles emerges from hiding shortly after York and Kovac seem to leave, but is captured as he opens the apartment's front door.

Per his taunts to York, McCall returns to his seaside hometown, now evacuated as a hurricane approaches. Kovac, Ari, and Resnik arrive and begin searching the town in gale-force winds, as York situates himself on the town's watchtower in a sniper's position. Kovac enters a tackle shop and is killed with a harpoon gun. When Ari heads toward the seaside, he is disturbed by pictures of Susan that he sees along the way; catching him off guard, McCall butchers him with a knife. McCall then enters his late wife's old bakery to lure in Resnik, who is eviscerated in a flour explosion set off by his own stun grenade. Enraged, York reveals that he has Miles tied up in the trunk of his car and begins shooting at it to lure McCall out, but he runs out of bullets after McCall foils his last shot. With the storm growing heavier, York is knocked down by a gust of wind before being confronted by McCall atop the tower. McCall gets the upper hand and kills York in the same manner in which Susan was killed, then tosses him onto the rocks below, where he is washed away by the ocean.

Back in Massachusetts, Susan's information about Sam's sister's painting helps McCall to reunite Sam with his long-lost sister. Miles finishes repainting the apartment complex, returns to school and focuses on his art. Having moved back into his old house, McCall looks out towards the calm sea.

Robert McCall is a retired Marine and Defense Intelligence Agency operative who, after promising his recently deceased wife that he would leave his former activities behind, lives quietly in Boston and works at a Home Mart hardware store. McCall befriends many of his co-workers and helps a security guard trainee named Ralph pass his qualification exam. Unable to sleep, McCall spends some late nights reading in a 24/7 diner where he befriends Alina, a teenage prostitute for the Russian Mafia.

One night, Alina is hospitalized following a brutal beating by her pimp, Slavi. Hearing of the beating, McCall visits Alina's hospital room and speaks with her friend, Mandy. McCall tracks down Slavi at his office and offers to buy Alina's freedom. Slavi refuses, dismissing McCall as old and impotent. McCall then kills Slavi and four of his men with skillful close combat efficiency by using the men's own weapons, various objects in the office, and his bare hands.

Following the killings, Russian Mafia boss Vladimir Pushkin sends his enforcer, Teddy Rensen, to find and eliminate the culprit. In the meantime, Ralph withdraws his security guard application, going to work for his mother at the family restaurant. When McCall learns the restaurant was set on fire by corrupt policemen as an act of extortion, he confronts and beats the officers, forces them to pay back all the money they have extorted, and threatens to publicize their crimes. Ralph then returns to Home Mart and passes his test, becoming a security guard at the store.

In investigating the murders of Pushkin's henchmen, Rensen questions Alina's friend Mandy, who tells him that "a nice man--a black man" had come to visit Alina in the hospital. Mandy is then murdered by Rensen.

There is an armed robbery at the Home Mart in which a coworker's ring is stolen. After the ring is mysteriously returned, McCall is seen polishing a sledgehammer and putting it back in the store.

After finding video footage of McCall entering the building where the killings of Slavi and the other gangsters occurred, Rensen visits McCall at his apartment and later makes two attempts to capture him. However, McCall escapes after killing one of Rensen's men and knocking out another.

McCall then visits old friend and fellow former DIA operative Susan Plummer, who uses her resources to give him information on Pushkin and his operations. Plummer informs McCall that Teddy Rensen's true name is Nicolai Itchenko and that he is a former member of the Russian secret police and Spetsnaz. Plummer also gives McCall "permission" to break the promise to retire that he made to his late wife.

Stepping up his actions against Pushkin, McCall subdues and forces Frank Masters — a corrupt policeman working for Pushkin— to help destroy one of Pushkin's local money-laundering operations. From Masters, McCall obtains a memory stick loaded with information about Pushkin's illegal activities (including bribes of Congressmen and Senators), which he emails to the FBI. McCall then confronts Itchenko at a restaurant, revealing that he knows his history and pledging to bring down Pushkin's criminal enterprise. When McCall destroys a container ship Pushkin used to smuggle goods, Pushkin orders Itchenko to kill McCall.

Itchenko and his men go to Home Mart and take Ralph and several of McCall's other co-workers hostage, threatening to kill them if McCall does not surrender. McCall kills Itchenko's henchmen one by one using booby traps constructed with items in the store, but is wounded in the process. After a struggle between McCall and one of Itchenko's men, Ralph comes back to pull the injured McCall out of the store, but is shot in the leg himself. After Ralph escapes, McCall confronts Itchenko and kills him with a nail gun.

Later, McCall travels to Moscow and tricks Pushkin into electrocuting himself. On his return to the US, he is approached by Alina, who has recovered from her injuries and found a new job. She thanks him for giving her a second chance. McCall is inspired by this to continue using his skills to help people in need and posts an online advertisement, now identifying himself as "The Equalizer". He soon receives another plea and agrees to answer it.
